西安交通大学“立法与党内法规研究中心”简介

西安交通大学“立法与党内法规研究中心”是在经过多年建设的“立法与社会治理研究中心”的基础上，顺应法治中国和民主政治建设的国家战略需求和新时代国家治理体系和治理能力现代化的要求重建而来。中心以立法与党内法规重大理论与实践问题为研究对象，致力于构建一流的立法与党内法规研究高端智库、一流的立法与党内法规创新研究基地和一流的立法与党内法规人才培养基地。

中心的主要任务是：坚持国家治理现代化目标导向，总结提炼中国特色立法和党内法规理论。研究立法和党内法规建设中的重大理论和现实问题，总结中国立法和党内法规的发展历程、现状和趋势，探讨中国特色立法和党内法规的发展规律，产出高质量、前瞻性、原创性研究成果，为我国立法和党内法规建设提供坚实的理论支撑和指导。以问题为导向，服务好国家和地方立法和党内法规实践。研究立法和党内法规建设中的重大现实问题，积极参与立法和党内法规制定实践，为党的领导机构、人大和政府，特别是西部地区党委、人大和政府的立法与党内法规制定的依法民主科学决策提供智力支持，发挥好“智囊团”和“思想库”作用。以需求为导向，从事立法学和党内法规高层次专业人才培养。着力于为中央和地方各级立法和党内法规机关（部门）和教学科研机构提供高层次、专业性人才培养和在职人员培训。开展各种形式的国际交流，扎根中国、融通中外，提高研究成果的国际化水平和平台的国际影响力。

中心教学和科研实力雄厚，取得了一批具有重大理论与实践意义的立法与党内法规研究和智库服务成果。中心现有一支10余人组成的专职研究团，聘请了一批由国内外知名立法和党规研究学者组成的兼职研究团队。中心还吸纳了中西部地区省市人大、政府法制部门、党的领导部门、纪检监察部门等立法和党内法规实务部门的专家。研究团队理论造诣深，实践经验丰富，注重理论与实践的结合与创新。中心主任王保民教授（博士生导师）毕业于北京大学，取得立法学博士学位，现任陕西省立法学研究会会长、党内法规研究会副会长，长期从事立法学和党内法规的教学与研究，取得了丰硕的研究成果。成果涉及议会（人大）立法、行政立法、司法立法，党内法规的地位和作用、党内法规与国家立法的衔接等多个领域。

“立法与党内法规研究中心”自成立以来，围绕立法和党内法规建设重大理论和实践问题，多次承办“后体系时代立法学的使命”、“立法法的修改与立法质量的提升”、“制度反腐与党内法规建设”等系列学术会议和征文活动，组织师生参加国际国内相关学术会议，加强与欧美地区相关学术和科研机构合作，推动国际学术交流与合作。同时，中心与国内人大、政府法制机构、党委部门和纪检监察部门等立法和党内法规实践部门建立了长期稳定的合作关系。经过多年的努力，西安交通大学“立法与党内法规研究中心”已经成为国内重要的立法和党内法规科学研究、人才培养和智库咨询基地之一。

A brief introduction to "Research Center for legislation and inner Party Regulations" of Xi'an Jiao Tong University

The Research Center of Legislation and Inner-Party Regulations of Xi'an Jiaotong University is based on the "Research Center of Legislation and Social Governance" which has been constructed for many years. It is reconstructed to meet the national strategic needs of China under the rule of law and the construction of democratic politics and the modernization of national governance system and governance capacity in the new era. The center focuses on the major theoretical and practical issues of legislation and intra-Party regulations, and is committed to building a first-class think tank for research on legislation and intra-Party regulations, a first-class research base for innovation of legislation and intra-Party regulations, and a first-clas straining base for talents in legislation and intra-Party regulations.

The main tasks of the center are: to adhere to the goal orientation of modernization of state governance, to summarize and refine the legislation with Chinese characteristics and the theory of laws and regulations within the Party. This paper studies the major theoretical and practical problems in legislation and the construction of intra-Party laws and regulations, summarizes the development course, current situation and trend of China's legislation and intra-party laws and regulations, explores the law of development of legislation with Chinese characteristics and intra-party laws and regulations, and produces high-quality, forward-looking and original research results, so as to provide a solid foundation for China's legislation and the construction of intra-Party laws and regulations. Theoretical support and guidance. Problem oriented, serving the national and local legislation and the practice of Inner Party laws and regulations. To study the major practical problems in legislation and the construction of intra-Party laws and regulations, to actively participate in the practice of legislation and the formulation of intra-Party laws and regulations, to provide intellectual support for the Party's leading bodies, the NPC and the government, especially the legislations of the Party committees, the NPC and the government in the western region, and to make scientific and legal decisions on the formulation of intra-Party laws and regulations, and to give full play to the " And think tanks. Taking demand as the guidance, we are engaged in the cultivation of high-level professionals in legislation and internal legislation. Focus on providing high-level, professional personnel training and on-the-job personnel training for the central and local legislatures at all levels and the Party's legislative organs (departments) and teaching and research institutions. Develop various forms of international exchanges, take root in China, accommodate both China and foreign countries, and improve the international level of research results and the international influence of the platform.The center has strong teaching and scientific research strength, and has achieved a number of significant theoretical and practical significance of legislation and intra-party legislation research and think tank services. At present, the center has a full-time research group composed of more than 10 people, and has employed a group of part-time research teams composed of well-known domestic and foreign scholars on legislation and Party regulations. The center has also absorbed experts from legislative and practical departments of the central and western provincial and municipal people's congresses, government legal departments, leading departments of the Party, discipline inspection and supervision departments. The research team has profound theoretical attainments, rich practical experience, and pays attention to the combination and innovation of theory and practice. Professor Wang Baomin, director of the Center, graduated from Peking University with a Ph.D. in Legislation. He is currently chairman of the Legislative Research Institute of Shaanxi Province and vice chairman of the Research Institute of Inner-Party Laws and Regulations. He has been engaged in the teaching and research of Legislation and Inner-Party Laws for a long time and has made fruitful research results. The achievements involve legislation of Parliament (NPC), administrative legislation, judicial legislation, the status and role of laws and regulations within the Party, and the connection between laws and regulations within the Party and national legislation.

Since its establishment, the Legislative and Inner-Party Regulations Research Center has undertaken a series of academic conferences and literary work on major theoretical and practical issues concerning legislation and the construction of intra-Party regulations, such as the mission of legislation in the post-system era, the revision of legislative laws and the improvement of legislative quality, the anti-corruption of systems and the construction of intra-Party regulations. We will organize teachers and students to participate in relevant international and domestic academic conferences, strengthen cooperation with relevant academic and scientific research institutions in Europe and the United States, and promote international academic exchanges and cooperation. At the same time, the center has established a long-term and stable cooperative relationship with the legislative departments and the practice departments of the Party's laws and regulations, such as the National People's Congress, government legal institutions, Party committees and discipline inspection and supervision departments. After years of hard work, Xi'an Jiaotong University's "Research Center for Legislation and Inner-Party Regulations" has become one of the important bases for scientific research, personnel training and think-tank consultation of legislation and inner-party regulations in China.
